Possibilities of Provincial Development The Constitution of Nepal (2072) restructured the state in a federal democratic framework and provided for federal, state and local governments as the basic structure of the state. In various articles of the constitution, it has provided the basic arrangement of the jurisdiction of the government in addition to the listed rights. The constitution has made a schedule of single and common rights of the union, state and local governments. According to the constitution, the issue of the use of state power by the union, state and local levels is clearly mentioned. During the division of jurisdiction between the different levels of government, different jurisdictions have been listed in 35, 21 and 22 points respectively at the union, state and local levels.
